3. The apparent failure of officials within the government to provide what would appear to be accountable management of the country's basic infrastructure at any level was appalling. For example, one of the contributing factors to the food crisis in early 2008 was stagnation of food in the ports due to corrupt port officials requiring bribes to move items through customs (not to mention participating in drug trafficking between Columbia and the United States).
